Yes. Infact, by adding that repeating, you just changed the value equal to a 1. People say that since its a 9, it will never equal to a 10. I say that since its repeating, there will never be a 9 at the end. By stopping the process, all of this falls apart. 

The infinite of this makes this equal to a 1. Anything less and it will not be.

I asked my maths teacher if 1/3 in decimal form multiplied by 3 was 1. He said it will get very close to 1, but never get there. I think he knows what he's talking about.

 

I think university teachers are a tad bit more creditable than those in high school ;)
