I would love a location, I am quite sure you can find a 290 or 290x for around the same price as you have the 280x listed in the US/CA and the UK.

there is debate whether the FX6300 is still relevant in the market.  Intel's Pentium 3258 is comparable and cheaper:

Also, its worth considering the i3 4160 which is comparable in price to the fx 6300.

 

Anyway, even if you got the pentium, I hear they overclock pretty well with a $30 cooler on it.

They overclock pretty well on stock cooler too. Though they do get hot at some times.

You have no case nor any type of storage.... Have fun using Windows and playing games....

 

Not to mention that 6300 will bottleneck the 280X, so go 8350

The Pentium would bottleneck the 970 horribly even when overclocked. I've never heard much from that PSU so I wouldn't trust it too well. Also, for his budget, it'd be more balanced with just an r9 280 and an 860k/i3 4150.
