put the pc together with all cables connected pc there are lights on the mobo and gpu but wont completely turn on into post but when I take the psu cable out of the gpu the whole pc turns on with all the fans working etc and my monitor says " please power down and connect the PCIe Power cable(s) for the graphics card" but then once we plug it back in and turn it on and makes one beep and the one beep ones " VGA detected, Quick boot set to disabled, no keyboard connected "

Perhaps not good connection? Try removing and re-inserting GPU, then check to make sure both ends of pci-e power cable are fully inserted at PSU and at GPU. Also, connect only one monitor to system, at GPU. I've had few situations where multiple monitors became an issue(sending signal to a monitor that wasn't powered on.)

 

Also, how is monitor connected?(hdmi, dvi, d-port, etc?)

Check also the psu end if there is a loosen cable.
