So I have a old Dell 2.8ghz pentium d machine that I would like to upgrade the old gpu it has in it to a better x1800xt card

 

 

The issue is that the x1800xt is a double slot card and the pci slot on this dell is at the top of the slots and it doesn't install with the pci cover plate over the ports. 

 

 

so If I took out the cover plate screwed back in the connector screws into the gpu then I ran the gpu from an external psu would it run in the system?

Yes. It would run the card if you ran it from an external PSU.
