If you have userdata and steamapps then go and download a steam.exe file and execute that.

Misread that, you don't see the steamapps or userdata folder in your steam programfiles?

One of the easiest ways to do this is save your current game files/saves. Then uninstall Steam from the HDD, reinstall Steam on the SSD, and direct it to your games on the HDD.

To find your games go to the drive you have Steam installed on and navigate as such: Steam > steamapps > common. This is what you want to really save from the system. Back this information up somewhere else on the system or on an external drive.

Then Uninstall Steam from the HDD and reinstall Steam on the SSD. Once installed go into the Steam Settings and navigate to the Downloads tab. Here you should find a listing for Steam Library Folders. Now use Add Library Folder to bring up a new prompt. This will then allow you to find the directory where you stored all the games your previously backed up. Select the folder and hit OK. Steam should take care of the rest and detect the current games you have downloaded/installed.

No problem then, just download and install steam and replace your steamapps or better yet get a steam.exe file and put it in your steam directory and execute it.

so only save the common folder? Not all of steam apps eg all the other folders and acf files

And also would cutting and pasting to another place on the hdd be fine as my hdd is full and cant fit a whole mirror of my games library.

Your games will most likely take you the longest to download/reinstall which is why I suggest it.

You can take all of the files listed in the other folders as well. It's up to you to decide which you would want to keep. I normally don't mind reapplying any settings or specifications I had previously set.

This is perfectly fine, and I have done this on multiple occasions without any major problems.

Something minor that may arise is that Steam recognizes the files and installed games but requires verification of the files and such. Does not take long unless you have quite a few games installed.
