safe 7700k cpu temp

When I'm playing games it usually kicks out 60 degrees 

That's completely normal, keep in mind your CPU will get rather hot as it is a APU, it has graphic power so it will work harder, thus higher temps. As long as it doesn't go well over 80-85 your good.

is 55 degrees idle a safe temperature for my 7700k? would it perform better @ 30 degrees/ would it be better on a water cooler? (would it be quiet also?) - currently cooled by a shadow rock slim, specs down below:

My i7-2700k is at 35-40 degrees when idle on stock cooling, with Water cooling its on 25-30 degrees idle. Could be this is normal for your 7700k i dont know.

 

Could also be something with thermal paste or the cooler not touching the cpu correct.

no thermal paste is fine it is running right now... at 50 degrees watching an ltt video. Whether this is just because my case isn't well ventilated i don't know (source 220- gonna be changed soon). Should my cpu be running cooler or no?

Your comparing a i7-2700k to a AMD A10-7700K lol. Intels are wayyyyyyyyyyyy cooler than AMD.

running @ 100% at about 1450 rpm using HWmonitor 

Was the thermal paste already pre-applied? I suggest cleaning the thermal paste off your heatsink and CPU and spend like 2-3 bucks on some Arctic Silver 5 thermal compound and re-apply it. I was experimenting on my liquid cooler, tried running with the paste that came with it and then took the paste off and applied some of my own and temps were cooler by 5-6 degrees.

Becouse its OC ofc dont know my stock clock Temps tough.

no I put on the thermal paste myself about 2-3 months ago when i put on the new cooler. Running it on artic mx-2.

Either way, its completely normal for it, looked up the CPU and its stock at 3.5GHz, looking at ur sig, you OC'd it to 4GHz so there will be extra heat.

Budget? For around 50-60$, the Cooler Master Seidon 120V is pretty good, if you can spend around 100-120, go for a Corsair.

I actually put one of those in my cousins FX8350 and at idle it does around 23-26°C even with the thermal compound that Cooler Master provided.
