What is this air pressure people speak of, like positive air pressure and such

well its saying do you have more fans blowing into the case (positive) or out (negative)

Positive air pressure - More intakes than exhausts.

Neutral air pressure - Equal intakes and exhausts

Negative air pressure - Fewer intakes than exhausts

(The intakes and exhausts really is more of the air moved by the fans, you could have a bunch of low airflow exhausts and a few high airflow intakes and have positive air pressure, and stuff like that)

This is the amount of intakes vs exhausts, to put it simply if you have more intake fans than exhaust fans you have positive pressure and if you have more exhausts than intakes you have negative pressure. Positive pressure is ideal because it allows the least dust build up(this will only reduce dust if you have filtered intakes) while negative pressure will bring dust in from unfiltered places in a case causing significantly more dust build up.
