Is this a one way cable?

I've encountered cables like this before and they were one way cables, and I was wondering if this is a 1 way cable or a 2 way cable

 

(What I mean is can I plug the DVI end into my GPU and HDMI end into my second monitor?)

I'm pretty sure most DVI to HDMI cables can go both ways. I currently use the DVI on my GPU and the HDMI on my monitors, but I am using the same cables as when I ran DVI monitors(and needed to use the HDMI from my GPU), so it at least works for me.
