Quiet Case fans?

You can get some Rosewill Hyperborea fan!, They are rebranded Akasa fans, and are very silent while keeping the cost down.

There's no 'very silent'. Something is either silent or it isn't. Hyperboreas are quiet but far from silent. 

 

Noctua iPPC's aren't quiet. 

Each brand has their quiet fans. In terms the quietest fans from each brand:

NF-s12a < Silent Wings 2 < Some oem Cougar fan that I forgot the name of < Aerocool DS and AF120 QE's trade blows depending on where they're positioned

 

Noise Blocker, Noctua, Be quiet. Fans wont affect a heatsink that much unless they have a higher static pressure.

The fan on a heatsink definitely affects its performance. There just aren't many quiet fans that perform as well as the 212 Evo's stock blademaster.

Deep Silence Aerocool fans are reasonable quiet and good looking (if that matters to you)
