Windows 7 bug?

Hello, and thanks for reading this already!

 

So, I'm having quite a bug with Windows 7...

(It says Windows Explorer, excuse the Dutch Windows :P)

This is fixed by restarting my laptop, but it only has a slow HDD so it takes 7 years.

Any help to fix it please? :P

does this still occur if you re-position the task bar?
