the HD6950 draws a lot of power

both PSU you have used are not made to support the GPU power

what happens if you dont use the GPU?

will your PC boot up?

Probably low voltage output from the wall socket. It's just a hunch tho. Are you sure you connected the pins properly?

Yes my PC is able to boot up.

then i think i found your problem\

you either dont use your PC with the GPU

or get a better PSU

go for at least Bronze rating PSU like Corsair CX500 or CX600 as the minimum

or EVGA 500B or 600B
