So FPS has to drop when i'm recording no matter what?

Yes FPS will drop no matter what, but it depends how much it drops. For example if you play at 60FPS recording could drop it to 40-ish on an i3 which is noticeable to some people and you may have to turn settings down to keep it smooth

It's because you're taking power away from the game in order to record the game.

Yes because it doesn't use any CPU power, it uses the H.264 encoder directly on the GPU. 

 

No performance impact really because when you're gaming H.264 encoder sits there doing nothing anyways
