my old PC's CPU G2030 does not go over 2.97GHz and it says it goes to 3GHz Plz help?

Use a utility other than Task Manager.

It's likely running at 3GHz. Windows Task Manager is not the first readout I trust personally, since it told me my 2500K was running at 6.7GHz.
