Judging by the Mobo saying "Gaming" and the GTX 970... you're using this to stream X rated videos. It's overkill :P

It'll make a good Gaming rig.  Never really heard of Cougar as a company before so I don't know how their products are but personally I would opt for a good Corsair or EVGA PSU and maybe add an SSD for OS.

Good build but I'd change the PSU to a lower watt. 500 Watt is good enough unless you plan to SLI than keep it.

Dominator is a pricey Ram, it's no difference from any other but if you like it than your choice.

Try to place a SSD in your build if possible.

You won't need 700W unless you plan on major upgrades later. Also, for a high-end build for this, you want to go with an 80+ gold power supply. It's just cleaner power delivery, because you owe it to yourself to overclock the parts. Gold isn't that much more expensive than bronze these days, and you'll only need 500W for that particular build.

Also, you REALLY owe it to yourself to get an SSD. The HDD can wait if you can't afford both at the moment, your priority should be an SSD. It doesn't have to be big, a 128 or 256gb will do fine, and make sure it's a solid one. Any Crucial or Adata will be fine. Kingston makes good SSDs too, but stay away from the V300. OCZ has been 100% excellent since being bought by Toshiba.

Other than that, top-notch build.
