When i play games like CS:GO, H1Z1, Planetside 2 and basically any first person shooter, my aim seems to stutter from place to place and it appears that i have a low FPS. My games constantly run at 60+ and i looks like it if i run in a straight line and don't move my aim. But as soon as i move it the picture gets slightly but noticeably choppy. The mouse i have is quite cheap so i thought it might be that but i thought i'd ask the LTT community to know for sure.

Have you tried using vsync?

Okay the servers in H1Z1 aren't appearing now so... It happens in every game. Is it my cheap mouse? 

It's hard to tell from just that. I would think having an unlocked frame rate would be the issue because that's what happens when I unlock my frame rate.
