Cheapest CPU + Mobo combo?

Im looking for a cheap CPU and mobo combo with support for IDE and SATA as well as 2 PCIE 16X slots. im looking to build a test bench to test out a bunch of hard drives as well as test two HD4850 in crossfire just for fun. I know its a weird request, but if you guys could help me that would be great.

It'd be far cheaper to find some old discarded machine with like a pentium 4 and use that to test IDE hard drives and then do the rest on a different machine. Is that an option?
