I have a Dell ST2010, and in the screen resolution settings it says 1600x900 (recommended). However, it also goes up to 1080p and 3840x2160, although words and icons get smaller. Is it okay for me to run it at 1080p? Is there a better way than the control panels "Make text and other items larger or smaller" to scale the UI? It's still a bit blurry.

Umm, I guess 900p is your screen resolution.  This means that your screen has 1600*900 pixels in it. You CAN use 1080p, but your screen will only show up to 900p, making your GPU strain more than necessary as you are wasting more than 30% of the pixels, as they are not ever shown on screen. The benefits of this are that you will have less "aliasing" when looking at curves, and lines not lined up perfectly with the screen pixels, meaning they will seem more circular or straight respectively. On the other hand, you can use the 30% wasted horsepower to run in default definition and use Anti-aliasing to achieve this same effect.

Another benefit, is as you stated, having more space for your interface, as an image of 100 pixels will take up less space if the computer renders an image of 1080p in comparison with 900p (~9% in 1080 and 11% in 900p).

 

Personally, i would run it at the default resolution, so the GPU does not have to overwork and you achieve better framerates in games.
