Yes, if you have a new fresh install of windows on the SSD, you can completely wipe the old drive. Infact, if you don't delete the reserved partition, you may have boot contention issues since that reserved part is basically the section that tells the mobo which partition the OS is loaded in.

mind you that in doing this will delete all files on the hdd, as natually comes when you delete the partition the files are located in.
