hi guys would the i7 4770k be able to run an game coder not sure need help

Most likely, but it depends on how powerful. I would recommend going overkill and getting a 6 core 2011 cpu.

yeah thats it aswell overclock it to the max and play game at high graphics

Games at high graphics settings will not happen on a 4770k. Maybe Medium at most if you're lucky. You'd have to cash out on a dedicated GPU if you want to play on high settings.

ivy bridge E for the extreme user but as they said a dedicated gpu for any of these will be needed for things like high setting gaming.

Ivy bridge E is socket 2011 and costs quite abit more than the general cpu's i7 4770K etc what's your budget?

Ivy Bridge-E would be off the 3rd Generation Ivy Bridge Architecture. If you would want Haswell-E you would have to wait a year.
