Can't open Bitlocker file

I got this Bitlocker file that contains a Backup and that file is saved a external Hard Drive. Before I could just dopple click it to mount and unlock it, but after reinstalling windowsm it only shows up as a Virtual Hard Disk. I already tried the Bitlocker viewing tool from Windows, but I can't install it. I am running Windows 8.1 Pro 64 Bit
