Yes, you're fine, that 'cached' 8GB is for mostly used programs so they launch faster, it'll get smaller as you use more RAM.

I see nothing wrong. my windows 7 machine runs between 5 and 8 GB during normal use, with a total of 16GB of RAM.

sometimes I get as high as 12-15 GB when video editing or working on MASSIVE photoshop documents.

last time I maxed it out, my photoshop document was 320 22MP layers for something like 6 GIGApixels of jpeg. it was so large that it refused to save unless I mixed down at least 200 of the layers

Yeah you're fine. This is typical for windows 7 with average amount of background apps running.
