So I have a harddrive with the OS already installed but the computer is broken so I cant uninstall it. But if i put it in a new build will it boot up with the os working?

Windows?  it wont boot on different hardware unless you 'hack' it, sometime unstable so I wouldn't bother

Can Key's be used more than once? It works with adobe products but does it work with windows?

With Windows 7 it is easy to trick. You just enter in the old key and it'll take it. For Windows 8 you'll have to call Microsoft and tell them you're upgrading the motherboard and cpu and wish to transfer your license.

As @tmlhalo pointed out, you shouldn't have a problem with Windows 7, while Windows 8 and 8.1 should require you to call MS and inform them. 
I would suggest, though, that you consider a full backup and a fresh install. This way you would avoid any compatibility issues and driver problems. Different hardware sometimes causes such problems and by a fresh install you would avoid them. You would also refresh your system and get rid of any unused or unwanted programs and files. :)
