Fan speed adjustment help!

you will need to buy a fan controller because your motherboard cant control the fans

I just built my first PC and have the ASrock H97M Pro4 motherboard with two case fans (SickleFlow 120) and the CPU fan connected to it. My problem is that my front case fan is constantly running at its max RPM's and I've tried adjusting it from the BIOS and using SpeedFan, but they both had no effect on the speed of the fan. I need help adjusting the speed of the fan please! :)
