i have a i5 4690k and i live steam i will be steaming and my cpu will hit 100% is that a software of hardware problem 

 

if it is a hardware thing is a 4790k a good option to change 2

Well its not really a problem, maybe a limitation, it simply means that your cpu is doing all it can at that moment. 

 

An i7 certainly would help with multi application use like that

I had same issue recently and I wasn't doing anything on steam. I think it's a bug.
