When I was using my MacBook, I downloaded my windows 8 oem onto bootcamp. Now that i'm doing a DIY PC, I was wondering if I can transfer the license to the PC instead?

Probably. Remove it from Your Mac first, and see if it activates on the PC. Also deactivate the licence before removing it: http://www.howtogeek.com/124286/how-to-uninstall-your-windows-product-key-before-you-sell-your-pc/

Does removing the whole windows partition count and deactivating license?

No. Deactivate the licence and then remove the partition.

Damn. I kinda removed the whole partition and wiped the whole hard drive and then sold the macbook lol. Do you think if I call Microsoft they can do anything to help? I still have the CD and the code and the packaging though.

Alright. Just install Windows on your new PC and try activating online. If online activation doesn't work, do the phone activation. They should get it sorted out for you.

They'll do it over the phone, if the auto phone service fails it'll pass you over to an agent, just tell him you've done a hardware upgrade and he'll re activate it for you.

Chances are it won't get that far though, just make sure when your asked "On how many PCs is the software installed on" you choose 1 and usually it does it straight away.

ive tried that with my old computer. had an oem liscense that got wiped when i nuked my harddrive.  called up MS and they told me my key was pirated, "if you put your key into google it shows up as pirated" -MS rep.   eventually i was told i had to talk to acer to have them sort it out, and i could only ever contact their paid support. said fuck it and just used an activator.

Sorry dude, if they say your keys not genuine then you cannot argue with them. Doesn't really have any bearing on this topic though.

You cannot, sadly.

OEM license is for system builders. So already you went against the license agreement of Windows.

You also not permitted to transfer your license, as it is OEM one.

And it is against forum Code of Conduct to speak of any way to suggest to by-pass this, as it is illegal.

You should get the retail version of Windows if you want to install it on system pre-build (even under VM).

i'd say it has bearing on the topic. i was in a simlar situation as OP. hardware change invalidate oem license(effectively new computer in OPs case. gave my experiance contacting microsoft. who refused to do anything about it, and pushed towards contacting manufacturer instead.  im not suggesting he go pirate a copy, im mearly stating the difficulty he may have trying to get his oem key reactivated.

and if they say my key is not genuine simply because they googled it, i sure as hell can argue with them.

EDIT: that being said he had it installed on a macbook with VM so good luck getting MS to do anything about it anyways.
