Answering what I think your asking the answer is no. 

 

What is iffy is leaving a disc in the DVD drive whilst booting as depending on the boot order (lots have the optical drive first so you can boot into live CDs, repair disk, WHY)you have set,  "the system" may look at the contents of your DVD drive see a file system and try to boot from it either failing the boot completely or making it take so long that you think something has failed .

 

I say "may" and "iffy"(i.e there are no absolutes) as some systems will just ignore such an obvious mistake; some will try, and failing, switch to a different thing to boot from and some will get in a never completing loop that only a hard reset (switching it off) will fix .
