Yeah LED strips are pretty much the way to go.

Custom water loop.

Custom pain job on case and/or some components.

Matching colors and LEDs.

Excellent cable management (with custom sleeved cables).

 

Also, you're supposed to put the LEDs somewhere where you won't see them directly, because if you did, they'd be wayyy too bright and it'd be uncomfortable to look at.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

That PC doesn't look amazingly fancy, to be honest. Looks like UV lightning with some UV reactive cables.

A case with an area for cable management will help greatly.
