Why doesn't the voltage control let me control voltage in Afterburner?

Hey so probably a simple and common question, I have an R9 280 which I want to overclock to 280X standards but I set the dials to the necessary points, temperatures are good but it is unstable.

I need to turn up the voltage, but the thing is faded out and won't let me.

 

I have a Sapphire Dual-X.

 

Also, on a side not can someone give me the perfect overclock settings?

I know not all are the same, but i can get core clockk of 1100 and memory clock of 1500.

You enable it in the settings. To overclock it to 280X just add a 100 offset to core and 200 to memory.

I think it is unlock voltage control.
