get windows 8 that way its easier to upgrade to windows 10 when it comes out.

if you want the build to be quiet, get some sound foam padding in your computer and on your rooms walls. Also, does the case come with fans? If so, get some and make sure there a quiet version. Get a keyboard at has cherry mx browns or reds

You can also get a case that is dampens sound like the define R5.

 

If this is for gaming alone, an i5 is the sweet spot for that, 8 gb is also the case with RAM

The way you check for cooler compatibility is check the CPU socket type (I know that the 4790 is a LGA 1150) so go to the product's site and make sure the socket compatibility is the same as the 4790

depends if this is for gaming. if it is, i would say to go with an i5 (seen ^^^) and do an ifinity setup or a AIO liquid cooler for quieter use.
