Ok so I had a build in mind but I'm not sure any more. I know  I wanna go with the i5-4690k and the ASrock Z97 Extreme 3 motherboard other than that I don't know any more. I want to build the PC for sub 1,000 USD and I want a case that will allow me to do a custom water cooling loop. the PC will be for gaming I also want the color scheme to be black and blue

Custom water cooling with specs like that under $1000, i would doubt it. Also typically a custom loop is very difficult and usually only for experience builders, which no offence but if you need help selecting parts i would probably reconsider not doing a custom liquid cooling. Good luch!

I would honestly rethink the whole custom loop thing as it's VERY expensive and gives very little return -- you really shouldnt even consider a custom loop until you've already maxed out your build (SLI 980s + 4790k).

Alright never mind then, good luck though becuase i hard they are tough, i am gonna do one for my next build in about 1-2 years.

Which fits all of your needs. The GPU isn't ideal, but it's the best you can do near your price range and with these kinds of components. If it were me, I'd go without the SSD (or just 120GB) and downgrade the case to get a GTX 970.

  • I personally would go for the MSI board as MSI is a step above AsRock and looks better imo. 
  • Theres no point in paying more for an ssd with similar performance. In all honesty, even a very high end ssd isn't noticeably faster than a more moderate one. 
  • Theres no point in spending more for "faster" ram as, again, you won't notice any difference -- now if you're doing it for looks, then thats another story. 
  • If you're seriously going to go with a custom loop, then I would go with EVGA instead as it's cheaper, performs virtually the same, and has a better warranty/support. If you're not going to go with a custom loop, then a Gigabyte G1 Gaming 970 > Gigabyte Windforce 3x 970 > MSI TF > EVGA ACX/Asus Strix.
  • S340 is a FAR nicer case, the 431 is pretty junky. If you really want to go with a more budget case, then a Source 210 (source 210 elite if you care about front usb 3.0 ports) would be your best bet. 
  • The psu I suggested is better as it will allow you to go SLI, if you have no intention of going SLI (which you should do before doing a custom loop), then you could save even more and just get an EVGA B1 500w psu.
