Hello there, I will be building my PC and I have some questions. First, does the pc case come with screws to keep the GPU or other PCI items secure? Also, is it better to place my motherboard on tob of the anti static bag or the box? When attaching the Hyper 212 Evo, is is better to do it when my motherboard has been screwed on in place, or before I set it in my case? My last question, in which goes first, the PSU or the Mobo?

put your mobo in befor putting the psu in. doesen't matter anyway. put your cpu cooler BEFORE putting the mobo inside the case. and yes the case comes with all screws needed

its also safer to put the mobo on top of the box. not the bag. the bag is only anti static INSIDE and not outsisde

The rear of the case has PCI Brackets, those can be removed and the screws used to hold them in will be used to hold your GPU or anything else plugged in back there secure.

Do not place it on top of the anti-static bag as the outside actually is not anti-static, only the inside is, place it on the top of the motherboard box.

I'd put the evo on before putting it in the case so you have something to hold onto besides the mobo itself.

And you can put either psu or mobo in first, it doesn't really matter for most cases.

If my CPU already has thermal paste that has already been pre-applied, will I need to add more or just put the heatsink on? (Hyper 212 Evo) Also when I install the Evo, what way does the Fan need to face?

The CPU doesn't come with any pre-applied, the stock cooler does, and the 212 evo should too, so you shouldn't need to add more to it, though if there is none then you will.

The fan can face any way you want, typically its best to have it blow air towards the rear or top of the case, its up to you.

So a CPU never has thermal paste on it before you make your build? The stock fan or any other CPU is the component with thermal paste on it?

I actually install the psu in the case first. Then plug it in, with the switch on the back off. This grounds the chassis which allows me to ground myself just by touching the chassis frame.

Correct. Although some cpu coolers come with a tube of thermal compound instead of pre-applied paste. In these cases one usually applies the compound, (as directed by the instructions), to the cpu one it is mounted in the motherboard socket.

80+ ratings certify electrical efficiency. Not quality.

Nope, the CPU will never come with thermal paste pre-applied, only the cooler will.
