need a new laptop

My cousins birthday is coming up and her mom wants to get her a new lsptop, she mostly just browses the internet, but she needs it for school aswell, also she wants to play minecraft, the sims, stuff like that, any idea on what to get? I can build a beastly gaming pc, but idk what laptop parts are good. The budget is under $400cdn without taxes

That's not a big budget, I don't think you're going to find anything that is worth it.

Yeah. You're gonna have to make a lot of compromises. You should as best you can avoid buying any laptop under about $600 if you want decent quality

Well, the Asus Transformer Pads with windows are pretty dang cool, and double as a tablet or notebook depending on the mood that you're in. It obviously won't be doing any sort of hardcore processing but for basic tasks should do just fine either way.
