Ok, so i have my 970 strix ocd, using msi afterburner to 1300 mhz on the core(+186), and 3955(+450), but in or out of games, in nvidia inspector it wil say that my GPU clock is 1300mhz but my current clock is 540 mhz.  Thats question 1, question 2 is, how do i increase the minimum core clock speed on my 970?

Why? What do you think will be better when it isnt changing the clock to fit the task?

You can't increase the minimum core clock speed. If the GPU needs the additional power, it'll clock up. My 970 down clocks itself to 135MHz when idling at the desktop or when I'm playing PSOne games using my emulator.

You can disable downclock if you set the power management to "always prefer maximum performance" in the nvidia control panel.

But this applies only if you have some 3D stuff open, not on the desktop.

 

But i would only set this, if you're having problems in the game. And only for this specific game / progamm.

It was useful for me in League of Legends, my GPUs tends to downclock a lot and when you have some more stuff on the screen you always get a pretty bad freeze for about 30 frames (0,5sec) until the gpu reached a higher clock.

Might not be true for all GPUs but keeping them at a higer clock fixed the problem.

 

Also if you set this global its not using more power on 2D / idle stuff, because (as i already said) it only applies on 3D stuff.

I'd still just set it for programms you are having such problems with. (as i already said)

Increasing the minimum core clock helps with an over all performance of idle, 2d, transitioning from 3d to 2d/idle, and can also help out with reducing frame rate drop in 3d/games.  

its alot easier to adjust on an amd card as all that is need to do is create a new profile then adjust the clock in the xml file using note pad under. C:\Users\moms\AppData\Local\ATI\ACE\Profiles

Maybe i should have put sometime helps out with reducing frame rate drop in 3d/games.  As for idle, 2d, transitioning from 3d to 2d/idle makes noticeable difference especially in lower end/budget builds or system having stability issues like gpu crashing when exiting game/alt tabing to desktop or watching streams/videos.
