I have an i5 4690k at 4.5ghz with 1.29v. Is it safe to have this high of a voltage constantly on my CPU? My temperature hovers around 67-71 ℃.

As far as I know, that's fine, just the main thing is, is it stable?

So I spelt something wrong in my post... I don't care I don't read through what I write and I type very quickly.

1.29v is getting into the higher edges but still safe for a 24/7 overclock so long as it is stable (test for AT LEAST 30 minutes in OCCT, nothing else comes close to putting a CPU under that much load) and the temperatures are manageable.

as long as its stable and youre comfortable with the temps(ie avoid 80-85°C for 24/7 use) you should be fine

Run AIDA 64 for like 30min to 1 hour. see if it crashes.

It crashed after about 2 hours. Is it still good?

I asked my parents while I was gone, the clock lasted about 3 hours. I increased voltage slightly. Still good temps. Is 1.298v still good? (basically 1.3v)

No, it is not. It means the PC is not stable. Stress testing should take anywhere form 16 to 18 hours, some would even say 24 hours without any hick-ups or crashes. Anything else is just thinking you have successfully overclocked, but actually not doing anything. Last ting you want is you doing something very important on the computer and it BSOD-ing. 

 

Also for these processors 1.3V is the absolute maximum for 24/7 operation.
