hey guys now i have  amd r9 280x sapphire vapor x, i have a 750w power supply so definatly not a power related issue. 

i have used MSI Afterburner to monitor clock speeds and gpu-z across 3dMark and games at it sticks at its base clock 950mhz, if i restart it goes to whatever i set it to but only for 10 mins or so.

Temps are fine they never go above 71 and VRMS are also cool enough any one to help?

Are you adding voltage? What clocks are you setting the GPU at?

Make sure msi afterburner runs in the background and starts upon boot. I had the same issue but I switched over to Evga precision x anyways

Make sure msi afterburner runs in the background and starts upon boot. I had the same issue but I switched over to Evga precision x anyways

ive already done all that, i tried 1100mhz stock memory, power limit at 20% core votage is at 1163 mv but the card even if i reset everything wont go into its boost clock of 1070mhz by facotry

Reinstall your drivers.

im re installing drivers now just gotta wait for it to finish and what is the best utilty to use my card is a sapphire vapor x r9 280x

Afterburner and Precision X are fine. Sapphire has their own utility but you won't get any benefit out of using it over the former ones I mentioned.

I always found it a huge pain in the ass to overclock my 5850's and 270X's with afterburner.  

 

If I remember correctly... go into settings and :

 

-Enable low level IO driver

-Enable low level hardware access

-Disable ULPS

-Reset display mode on applying unofficial overclocking

 

 

Also make sure AMD Overdrive is turned off.

 

 

I had tons of issues with my cards being set to the wrong speed.  They also liked to get stuck in 2D mode.

 

Other utilities were slightly better, but not much.

Earlier, you said you had your power limit at 20% and that got overlooked. Is it really at 20% or is that a typo? 

It should be at 100% or more if that's the case.

it was at 20% then i put it to the max and still didnt work i had to take out the gpu switch the bios switch load windows then restart take the card out again and flick the bios back for some reason that worked? :S
