The reason why Windows says it's at 4GHz is because Windows is reading the name of the CPU given by Intel. Your actual frequency is displayed in CPU-Z. In fact, if you look at the specification section of CPU-Z, you'll see the same thing.

Hey, I am a complete noob at overclocking but I gave it a shot today. I have a few really dumb questions tho

 

- Windows Properties says my CPU is at 4.00 Ghz, but CPU-Z says it's at 4.6 Ghz. Is this normal?

- It drops down to like 1 Ghz if I'm not doing anything, but it's at 4.6 Ghz when gaming. Is it like turning itself off when not under load?

- Good temp testing software?

- Is 1.300 V ok for 4.6 Ghz?

Yes that's normal. Never use the the built in windows apps to measure clock speeds, temps, etc. CPU-Z is the better way to go.

Your CPU will lower it's clock speed when it doesn't have much of a load to save energy. I believe there's probably an option somewhere in your BIOS where you can disable this, but I don't recommend it.

Personally I use RealTemp, and it works fine for me, but there's lots of other great temperature monitoring software out there, like AIDA64.

1.3 volts seems a little high. I'd lower that to 1.250 to be safe in the long run.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

by any chance do you know a good thing to test temps? I hear prime 95 is not good for haswell

1) cpu-z is right, windows just reads the digital "label".

2) that's normal, it's a power consumption feature. It's a good thing.

3) hwmonitor to check temperatures, aida64 to stress the cpu

4) 1.3v is ok, wouldn't go beyond that.

I've heard the built in stress tester in AIDA 64 is pretty good. You could also use Intel Burn Test.

~80C is a pretty safe temperature.

No clue. I have no idea what cooler you have. 80C is about the limit though.

It's looking good! I got 4.6 GHz at 1.265 volts and on intel extreme tuning utillity it hasn't gone over 72 C

H55, it ended up reaching 81 C which is fine by me :D (speaking that gaming will yield lower temps)

 

 

btw, it says my "Bus Speed" is 100Mhz. is that ok?

Yes. That's normal. That's the default. Don't change that.

Yes. That's normal. That's the default. Don't change that.
