Generally speaking, can I remove the network functionality and "SMART" components of a SMART TV without bricking the device?  My parents have a Vizio SMART TV that takes long periods of time to boot up and the SMART applications on the TV have been operating very slowly as of late.

I will not guarantee that you can remove them, but you can just ignore them. That is what I have done recently with my Vizio smart TV. Just plug in the computer and use it for Netflix/Hulu/Amazon Video, and ignore the smart functions.
