They are perfectly fine, as long as they stay under around 80c under full load its completely fine.

Well:

 

1. I already see a BCLK OC of 2MHz so that increases heat

2. 35-40 idle is normal for stock cooling

3. Is steam installing anything by any chance?

so these temps are on idle correct?

what fans are you running on you cooler? are they stock that came with the unit?

Have you tried re-installing thermal past 

also what case do you have

do you have good air flow going to the case 

and what is your ambient temperature in the room its in?

Yes idle temps

Yes cooler that came with 212 evo

Not yet but been thinking of it

Case Antec P280 with 2 fans front 1back. Front Fractal design SR 120mm & Coolermaster Sickleflow 120mm. And back i have the one that came with the case

I think it has good aiflow

Ambient around 22-24c

If its OC'd then that's normal. I think your CPU is OC'd.

 

Don't worry, not OC'd mine runs at 40C

ok well I would replace the thermal past if you have some 

your case lacks airflow so i would recommend getting better fans for you case and cooler but its not needed 

try taking off the side panel for a few hours and seeing were the temps are from there  

air coolers like lots of fresh cool air so 24 digree temps with small ok running fans and a non air optimised Case is more then likely whats causing your higher idle temps
