OVERCLOCKING CPU QUESTION!

Hello Linus Forums! I just recently bought all of my parts for my new rig and I ended up going with an i5 4690k CPU. Now this comes out of box 3.5GHz. I want to overclock this to somewhere in the 4's. How high do you think I could go with a 1500 - 2500 RPM cpu fan?

What heat sink? One could put a 1500-2500 RPM fan on to anything.
