Yeah switch to R5, and I wouldn't exactly call a 290x silent, what about the strix 970 where the fans only spin up when necessary

As others have said go for an R5, and throw out that GPU. Either get a different cooler or an Nvidia card (preferred)

yeah... that 290X gets rally loud and definitely doesn't belong in a silent build. Eitehr wait and see if the next gen of AMD cards is better in that regard or go for a GTX 970.

Not even close to silent.  You need to reduce the number of moving parts/be able to control the moving parts at your discretion.

 

-fanless PSU

-get a gtx 970 with 0db functionality

 

Your dark rock 3 *should* be able to cool passively

For at power supply i would suggest something with zero RPM fan mode teknologi, or something like the Be Quiet straight power 10 series with only 11 DB rating at 50% load
