make sure your RAM is fully seated

check if the mobo is not touching the casing as any mobo short will prevent the system from booting up

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Are you trying to boot without cooler? There's your reason. Without anything CPU just goes from 0C to billion C withing seconds. I really hope it hasn't been fried yet.

Please get a CPU Cooler+ Thermal grease on the CPU before you hit the power. It can damage it. Yes the CPU will throttle down and off, though not without some risks. Consult the motherboard manual , there should be some indication of not removing the Heatsink while powered on.  I don't mean to kick a dead horse as some have already asked if your were powering it on like that.

As for solutions you would need the motherboard manufacturer's Beep Code and BugCheck protocol to find where the issue lies.

Ok. If you have tested every other component on another PC and they are working then indeed you have dead mobo. Its really rare to get DOA one... how unlucky of you.
