I want to OC my 6300 with my CM 212 evo, but before I do I have some questions.

 

1. Will this make my pc significantly louder from increased fan speed?

2. How safe is OCing?

3. How long do I need to test for stability

4. What is considered and safe voltage

5. What clock speed should I aim for?

1) If you ramp up the voltages, yes. More heat caused by that = higher fan RPM = more noise. 

2) If you do it right, you'll be fine.

3) If you want a solid answer Linus recommends 24 hours straight, but for a quick and dirty overclock maybe a few hours.

4) For your chip, under 1.45 is the safe zone. 1.475 is the highest AMD recommends.

5) 4+ GHz

The WORST that could happen is you overvolt your CPU and it fails.

And lastly make sure you feel comfortable doing it and have all essential knowledge. 

Edit: Some stuff can actually go terribly wrong. Make sure your doing it correctly, otherwise there could be potential safety hazards.

Alright, I just realized I should ask if my PSU is big enough, I have a 500W EVGA 80+ bronze with this build https://pcpartpicker.com/user/WhitePhoenix0/saved/BBcmP6

It will suffice for a very moderate overclock, but if you plan on doing a medium/heavy overclock I would get a 650W +.

It will suffice for a very moderate overclock, but if you plan on doing a medium/heavy overclock I would get a 650W +.

What would you consider moderate? Where should I stop with this PSU? I am looking for a new one with higher voltage, as I want an SSD or two in the future

your psu is fine youll have a lot of headroom still to overclock as much as you want and an ssd only consume about 5w tops so no need to change that, you also got a good motherboard for overclocking so go ahead...and btw 1.5v is the recommended max on these not 1.45v.

 

EDIT: you need an aftermarket cpu cooler in order to overclock do you own one?

Uh well yes, I have a CM 212 Evo, but I'm not sure its on properly, it was really hard for me to install but I got it, but the heat sinks and heat pipes can rotate a bit. It's probably fine though

its normal for it to rotate like that they all do that its fine as long as it makes proper contact and youve applied thermal paste ''somewhat correctly'' its fine...monitor your temps...62c is max safe recommended temps for the cores on this to avoid cpu degradation...this will probably be your limiting factor to your overclock as the 212 will be able to dissipate around 1.43v with an fx6300...this should put you in the range of about 4.3 to 4.6 ghz depending on your luck with the cpu lottery.
