Would a GTX 960 (simmalar performance to 770) support games on 1440p ant 45+ fps on high-ultra

Most likely, but it would be close. my 680 did fairly well, just BF4 was not great and it didn't help that BF4 was still fairly new when I had the 680. Now this is assuming a 960 is in fact similar to 770. I could pull in early BF4 a month or two after release I could get 40fps with some drops to 35 at high/ultra mix. 

 

Also going to depend on the game obviously.

But it will support games at around 30FPS on medium i'd say.

 

I've got a 970 (just picked up, whoo!) and it runs games at 1440p just dandy at high, so if you can step up and get that instead, you'd be golden.

 

other that, it'll be able to push 1440p, my old 560ti's could do that. But gaming at that res, at decent FPSs on high-ultra, probably not.

Considering the very limited bus width of 128 bit which causes the card to have no more than 2GB of VRAM it is very unlikely to be reaching smooth FPS, being IMO a stable 60 FPS.

But depending on the price it could be a valid option if your budget is limited. If you're willing to spend a hundred bucks more just around that 300 € mark here in Europe, you could probably get it around 250-280 $ if you look around enough, you could consider getting a 290x, which runs most games at high-ultra pretty fine on 1440p. 

Alternatively you could also consider waiting until the end of Q1 2015 when ATI will probably launch the R9 300-Series which will feature HBM and seemingly good FPS/$.
