That build is simply a Pentium anniversary edition. Either way not really worth it to go custom liquid cooling

I've seen people overclock that cpu to 4.2 on the stock cooler

I don't know much about stuff when it comes to overclocking, but I guess I just want to be able to run my fans at a lower speed, but still keep my computer cool while I'm gaming. They can be pretty loud sometimes unless you guys have recomendations on how I could lower the fan noise or monitor them easier. I don't really have anything to monitor my computer with or customize anything so I just sort of have to deal with my fans being loud.

If it's just for improved silence, I would advise you to get the CoolerMaster hyper 212 evo. Well reviewed and cheap air cooler.

I will also recommend the Cooler Master Hyper 212 EVO. It is an amazing cooler for a great price. If you want hard core cooling, then Noctua would be a good idea to look into.

 

You can lower the RPM of fans through the BIOS. The CM cooler is actually very quiet, and you can make it even more quiet by upgrading the fans or running at a lower speed.

Anyone have any suggestions on Water Cooling kits? I'm looking to get one for my computer but I'm not really to sure what I should get I also don't want to spend a lot if I don't have to.

Depending on size of your case, what you want to cool and how much you want to spend, look into XSPC kits. The kit with RX/EX radiators and D5 pumps are for best cooling performance.
