Drivers and No Signal?

Today I finally finished my PC. I installed Windows 8.1, and everything worked perfectly. I then installed my motherboard drivers and then I put in the GPU drivers (AMD Radeon R9 290x). I got the typical window popup and installed everything. My moniter started blinking out and on for a few seconds. Then it displayed a "No Signal" message. My system was still on and looked normal and no cords had been unplugged. Help??

(I've tried resetting the system multiple times)

EDIT: When I restart it will briefly display the windows logo then go to the no signal message
