Streaming settings and setup help for OBS

When i get my new setup soon i want to know what specs such as CPU, GPU, RAM And internet speed should i get for streaming at 720P at 60fps and play the game aswell at high setting. Also what should my obs settings be suck as bit rate and so on. im new to streaming and i want to know what you guys recommend.
