How is an IP created?

It's basically assigned by your ISP's router just as your internal IP is assigned by your router. If you move location, your IP will change.

an ip is the adress on the network asigned by your ISP. every ISP has an amount of adresses and every continent has a range of adresses.

your computer gets an internal ip from your router. it's normaly 192.168.1.x but it may vary if the configuration is changed

An IP address will be automatically assigned when you connect to an internet connection, usually by a router in a network. Different Wifi/4G/Cable networks will assign different IP addresses. If you want your IP to remain the same whenever you connect back to the same network, you can set up a Static (won't change) IP address.

The IP is not given by the router, its given by the DHCP-service running on a given device. Yes, in most home scenarios that would be the router. There is, however, no way your ISP is running the DHCP on their core switch/router.

 

You are specifically asking how your computer gets an IP, in that case your router would assign one. If you move you computer to another country or just another LAN in that case, the DHCP would assign you a new IP for that network.

As the other users mentioned above, it basically works the same on WAN.
