Does this GPU use a reference PCB or a custom PCB?

yes it uses the ref board slapped with their noisy cooler

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Try to look it up on the EK cooling configurator. They have most cards tested and verified.
