On my old rig starting it cycles on then off and back on and refuses to output display information. Is there something wrong mobo end of things? i've narrowed it down to either that or the cpu... :(

Maybe the power supply

I had this problem. I used to move my rig alot, and every time I'd move it the dang front panel USB 3.0 connector would come loose. I'd plug it back in, and it would work fine. So check all your physical connections.
