If the GPU usage reaches 100% it means that my CPU is not bottlenecking my GPU right?

Based on your specs, it shouldn't bottleneck.

Under what it is reaching 100% ?

Seeing at your Signature, it is not a bottleneck at all.

I had multiple opinions (both saying that my CPU will/will not bottleneck my GPU and i am kinda confused right now) Crysis3 is so laggy to play on D: (it only doesnt lag when i go indoors)

Crysis 3, but IT IS SO LAGGY! D: (im playing on 1080p) And my heaven 4.0 score kinda sucks compared to others too even tho i manually OCed it D:

Correct.

When playing Crysis 3 i see frequent dips in GPU usage in MSI afterburner (gonna play some now and take a screenshot for you guys to see)

Is there a way to fix it?

RMA it.

Could be poor optimizations with the software(so either the driver or game). I would just wait for a fix.

This is my GPU usage after running heaven for awhile

It should have nothing to do with the card right? :o (i honestly hope there is because this card OCs like crap xD)

EDIT: Ok I just (could barely read that) saw that you reached 84°C with your 290....which is strange coonsidering the TRI-X cooler. Let your GPU breathe, it is most like throtteling.

Or the benchmark just needs less GPU power at times....

But 84°C is really high for a TRI-X card. Look at my small case and setup...I never reach 80°C unless I play like FarCry 4 at 4k.

Because i set my own custom curve to keep the PC slient :P I dont think 84c is a tempt where my GPU will throttle...

Because it's actually hitting 100% usage, that means your cpu can handle the card without bottlenecking it.

That's a pretty great card, almost overkill for 1080p.

But in Crysis 3 my GPU usage dips like crazy D:

Crysis 3 is poorly optimized, and requires an abnormally beefy cpu. That's your gpu waiting on your cpu.

unless you fiddle with settings or somehow increase your cpu's clock speeds, I guess so. Crysis is known for how demanding it is.

But my i5 is locked grrr D:
